SIOCSIFFLAGS issue with network card. IRQ conflict.

Hello all.

Yesterday we noticed an issue with one of our servers. The eth0 was giving a "SIOCSIFFLAGS: Device or resource busy failed to bring up eth0" error message. The machine runs Centos 5.9

This is not a new NIC and the modules for it is loaded. When doing ifconfig we only see the loopback. dmseg and /var/log do not show anything out of order. when we do a /etc/init.d/network restart we notice the same issue we did an interactive bootup and loaded only the services that were needed and same issue. There were no recent updates on this machine. The NICs themselves do not show up as having a hardware failure on the server it self. There doesn't seem to be an issue with an IRQ conflict but I am thinking there might be? Nothing indicates that in the bios or in the log files. Plug and play is disabled on that machine. 

We do not know what is causing this. Halp? :( and of course we gave the good old college try by rebooting.
