Linux Auditing 'useradd' command

Hi All, I've searched for a while and couldn't find where are the logs for adding - removing - changing users in linux. Also couldn't find where do I change the audit level. Specificially I'm using at the moment Chrungbang, but interested in redhat\centos also. Thanks
