How to make a RHEL kiosk that can start a Virtual Box Guest VM?

This is what I want to do but I am not sure how to do it:

1. Machine starts and shows a box with a few options (like a kiosk)
2. They can select a guest VM to use with virtual box.
3. Virtual box runs full screen with the selected VM.

This system will use RHEL as the base while the VM used with virtual box can be anything. Has anyone done something similar?
