Su-su-sudo

Can anyone tell me how to give one user permission to SUDO to another specific user? I know how to configure sudo to root in visudo, but I don't want this individual to have root privileges. I need to user to be able to access a log file directory that is a child directory of a directory that has to have a permission set of 700 (I can't set permissions to allow execute on the directories to be able to list contents). I hope I'm making sense.
