Locking down workstations (also cloning a build and pushing out to 200+ machines)

Hi, I'm currently admin for around 200 users, at the moment they're using a build that my predecessor built with ubuntu 10.

All root passwords are a very easy to guess (Needs to be changed) and nothing is locked down (users have access to do what they like on the machines).

I'm looking to create and deploy (probably via clonezilla unless anybody has any other ideas ;)) a new build (i'm not locked to ubuntu, I'm open to any version of linux). I need the following.

1. Locked corporate desktop wallpaper

2. IP Displayed on desktop (Like MS's BGInfo)

3. Locking down so the employee can only use Chrome to browse websites (Like a kind of KIOSK Mode).

4. Ability for myself and other admins to log in if need be..

I'd also be interested in automatic updates (currently running around putting in root passwords every now and again).

TLDR - Need help with locking down 200+ to a "Kiosk Mode" with no access but internet + have a corporate desktop wallpaper + ability for admin to log in if need be.
