Cisco router become really loud after I remove the plastic

I have a 4331, I removed the plastic ,more picture, reboot the router and my router become really loud. In the picture, the top one is not quite right because I am unable to put the plastic back into the right orientation. Is that plastic some kind of safety mechanism?

Anyways, how can I check the temperature of the router and how can I change the fan speed?
