I believe the culprit has been located.
Kernel 3.10.0-327.18.2.el7.x86_64 seems to be troublesome, I'll stick with the elrepo 4.6 kernel until redhat gets their pants together.
They've pulled this intel driver into 7.2 and of course I have an intel card..

Filesystem:
ext4 / and /home, /boot ext2
Useradd and userdel seems to work on login and reboots for a short while then /etc/passwd, /etc/group becomes "resource or device busy".
This simply makes Centos 7 unusable on desktop. I can't install some packages as they break when try to add users and groups.
I've got no idea what else I should do, I've tried everything in that linked thread.
