Network troubleshooting

Hi all, I am rather weak in networking because I don't get to control any switches. When trouble shooting connection between two machines, if machine A cannot ping Machine B, does that mean there's absolutely no connection between those 2 machines? From what I read Ping is ICMP and it's still on Layer 3. Protocols that uses ports such as ssh(22) belongs to layer 4. So normally when I am not able to ping between two machines, it's mostly likely hardware,firewall,vlans, or switch problems. Am I correct in this case?
