Managing SSH Authentication between multiple hosts?

Hey, I'm not sure if this has a clean solution, but I'm willing to ask anyway. I'd love your feedback, as I don't what I should do next.

I'm running a couple Debian servers on DigitalOcean as a hobby and a testing ground for learning Linux administration. I share those servers with a group of 4 close friends.

My goal for the servers is to test out making a fully redundant environment, where no server has more responsibility than any other.

Is there any way to manage user account creation, password changes, and SSH key updates? Ideally, I'd like to use a tool/command to simply make a change, and push it out to all the servers without sacrificing redundancy. I've been googling around, and found something called OpenLDAP. Would it be a viable path for me to look into, if I enable replication?

Thank you in advance for helping me out! If anyone has done something similar, I'd love to hear their approach.
