Puppet/Chef/Salt worth the effort for small environment?

HI,

I am moving our environment to a new datacenter and migrating from an old 2 server Xen implementation with DRBD to a SAN and VMWare HA cluster. We are having to recreate all the servers from scratch and trying to decide if I want to use Puppet or Salt versus just creating them the traditional way. I have small environment with 30ish servers across QA and Prod. We don't recreate servers or setup additional servers often and wondering if it's worth the effort to create them using puppet or salt. I definitely want to use configuration management for managing the VMs once they are created but our most Sr admin wants to use salt to create the VMs and I am having a hard time seeing the value.

Thoughts?
