Central Patch Management(Not sure which way to go for my situation)

Hello,

I am running a small LAN(disconnected from the internet) consisting of multiple desktops, 1 switch,1 router and 2 servers. I am trying to set up a lab environment for students to learn how kali linux works for a local competition. One server with a lot of vulnerable hosts(ESXi host with multiple VMs on it) Another server that hosts a Linux Patch server(I would put the server online(off the lan) download updates and then take it offline(back onto the lan)). Multiple desktops( a few standalones and the rest student laptops with VMware player running kali linux).

The problem I am having is at the Linux patch server. I am not sure how to set it up and not 100% sure which choice would be the best for me(I am a windows guy). I want the students to be able to request via apt-get ____ so that they may understand from the ground up, as if the had just installed kali to a machine and had to work from the bottom up. I have read some on local repository and I don't completely understand how they work but I am guessing for what I want that is the best way to go. I have read on things like puppet and chef but those seem more to push the updates rather then let the users request updates(like a local repository would).

Can anyone help me with this? Point me in a direction towards a step by step tutorial or something to guide me along.
