Need help setting up an anonymous Linux FTP server

I've looked at every single StackOverflow, AskUbuntu post on the subject in matter, I've even tried asking IRC but none have been successful.

I have tried: Apache2 Pure-FTP vsFTPd

no luck with any of them. I want to set up an easy FTP server that I can put files into, that I can use to download files from anonymously.

One common problem I ran into as well is that when I would install vsFTPd, I would have no directory inside of "/etc/init.d/" my "vsftpd.conf" was inside of my "/etc/" directory.

Also I am using Ubuntu 14.04 on a Microsoft Azure virtual machine running Linux.

Any help would be greatly appreciated because I can not find anything on this subject.

I have set up FileZilla servers before, but I am not made of money and cannot afford a Windows Servers license to put servers on.
