How to separate an internal network?

Maybe the title isn't entirely correct, but it's the best I could think of.

What I need to do is keep one classroom of computers (about 20) at a community college separate from the school's WAN while still having internet access. There will be networking classes going on in there which is the primary reason to segregate that room from the rest of our network.

I've looked into proxy servers a bit and that seems like that may be the solution, but it's not clear (to me, anyway) from what I've read if a proxy server will, say, prevent a DHCP server set up in that room from serving out addresses to the rest of the network. A DNS server is another thing that I can imagine they might be setting up, and another example of a service I want to keep away from the primary network.

What kind of solutions should I be checking out? Anyone with experience doing something similar?

A pointer in the right direction will probably be enough to get me going, and I'll most likely be setting this up on a Debian system.
