Whats the easiest way to add salt to a linux iso so it runs automatically when you first boot?

Hey guys. Im trying to develop a version of Raspbian for the RaspberryPi that autoruns salt when it boots up the first time. Is there a way to pull apart the iso and add the necessary files so salt will run properly after the OS is installed without any apt-gets or anything?
