IP's not working, ISP says must be my server because ping works. I disagree because anything besides ping does not.

Just got some new IP's assigned to my OpenVZ node. They don't seem to work properly and the ISP says must be my problem. What can I do to prove it's not? The server IP and other VPS IP's on the server are working fine. When I ping or mtr to the problem IP's everything looks fine. Only when I try do anything besides ping does the problem show up. Large delays and timeouts. I have tried connecting in from different locations to make sure it's not a routing issue from my location. Get the same problem from multiple places (my other servers).

Suspecting packet loss on protocols besides ICMP I switched mtr to use udp packets and it show 50% packet loss on the 2nd to last hop just before it hits my server. Is there any legitimate reason for that or is that for sure the problem? The curious thing is that I can connect to the server and other IP's on the server just fine which all take the same route.

Been looking for a tcp ping type utility. Tried hping but that doesn't show any problems.

Any other tests I can run? Still scratching my head and the ISP swears it's not their problem.
