Openstack question

I have two instances running under my openstack deployment so far. I am trying to attach a volume (cinder) to one of them, but it won't attach. I can attach the same volume to the other instance and any test instance that I create, but this one instance is refusing to accept the volume. What could be the cause?

I have made sure that they are all in the same security group.
